Founding[]

Frost was originally a town founded by Eibon , and the Conclave of Dreams , during the time which the Prophet Eibon converted Vexxeranna to the Religion, but over time it has undergone many govermental changes, and is the most changed town in Uthrandir

Goverment[]

Because Frost constently undergoes new ownership, its safe to say there will never, or at least for a long time to come, be a solid goverment of Frost, and while yes it is a town, it is often treated as a city.
